Dog won’t stop licking

My 5 year old Terrier-chihuahua mix loves to lick constantly, but she is just licking the air or her lips 95% of the time. It’s to the point where we wake up in the night from her licking. She isn’t usually clearly panicked or stressed during these times. She often has her head down relaxed, ears normal, soft blinks and relaxed eyes.
We have seen a vet multiple times for possible causes (often not directly for the licking but things that could be connected). She has allergies that are well controlled with medication. She is also an anxious dog, but she has been on Prozac for over 2 months now. Some symptoms have improved, but the licking has remained.
Is she just self soothing? Is there anything we can do to help reduce it? It is really constant and we want to make sure she is comfortable.
